The ad auction systems, the tracking pixels, the cross-device identity graphs — all of it already running at scale across billions of users. The regulation didn't dismantle that architecture. It added disclosure requirements around it. Platforms hired compliance teams, generated cookie banners, and kept operating.
Meta paid a 1.2 billion euro GDPR fine in May 2023 — the largest issued under the regulation at that point — for transferring European user data to US servers in violation of EU rules. It paid the fine. It did not stop operating. The fine represented roughly nine days of Meta's annual revenue at the time.

Technically compliant with the terms of service as written. A platform can make that claim while its own systems process the content of your messages — and be, in a strict legal sense, correct.
Both statements use the same word. They describe two completely different realities.

Users are reading a map drawn by the territory.

Switching costs are real — your contacts, your history, your groups, your business pages, in some cases your livelihood. The network effect that made these platforms valuable is the same force that makes leaving them costly. That's not a coincidence. It's the architecture. A platform that reaches everyone you know has a structural advantage over any alternative that reaches only the people willing to leave. And it means that even users who understand what's happening and object to it face a genuine dilemma every time they open the app. Principled exit is expensive. Most people don't pay it.
So the ratchet holds. Each redefinition becomes the baseline against which the next one is measured. The distance between the promise and the reality keeps growing without ever producing a moment dramatic enough to force a reckoning.
